APGA Indicates Interest in TGP Responsibly Sourced Gas Filing

Earlier this month, APGA noted its interest in a Tennessee Gas Pipeline Company, L.L.C. (TGP) filing proposing revised tariffs with the Federal Energy Regulatory Commission (FERC). Of note, the updated tariffs would implement a pooling service option to encourage the transportation and trading of responsibly sourced gas (RSG) on the TGP system.

RSG is a quickly developing designation, whose definition largely depends on different third-party certifiers. To be considered “responsibly sourced,” a qualified third party must certify that a producer’s gas meets certain minimum environmental, social, and governance (ESG) standards. According to its filing, TGP plans to use Project Canary and MiQ (a joint effort between RMI and SYSTEMIQ) as their certifiers, but wishes to reserve the right to add new or disqualify existing certifiers. Due to the varying certification criteria, concerns have been raised regarding the consistency of RSG designations.

APGA is unaware of another instance in which a pipeline has proposed a similar pooling service for certified RSG, and several APGA members are shippers on the TGP system, which is why APGA showed its interest in the proceeding by filing a basic doc-less intervention in the docket. APGA will continue to monitor the development of RSG both within FERC’s construct and elsewhere, engaging where appropriate.
