Job Description

Purpose of Job

Performs complex professional and administrative work overseeing the design, installation, operation, maintenance, and repair of the municipal gas system.

Essential Job Duties

  1. Plan and direct the activities of employees in the construction, operation, and maintenance of the municipal gas system.
  2. Analyze and approve projects to extend services to developments and industries, approve projects to expand the system area to serve new customers.
  3. Design gas distribution system extensions and modifications to improve system performance.
  4. Develop and administer the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies. Approve expenditures and implement budgetary adjustments as appropriate and necessary to meet the end result.
  5. Review and interpret State and Federal regulations that governs utility operations. Ensure compliance of department activities to pertinent codes, regulations and guidelines.
  6. Analyze gas rates and Purchased Gas Adjustment mechanism to ensure the cost’s associated with purchasing and distribution of gas is recovered.
  7. Analyze market trends to secure fixed pricing and spot purchasing of natural gas.
  8. Interact with customers, outside suppliers, pipeline and utility trading partners to coordinate the daily confirmation of natural gas deliveries.

Other Job Duties

  1. Provide for instruction and training of personnel.
  2. Attend and participates in professional group meetings; stays abreast of new trends and innovations in the field of utilities.
  3. Maintain good public relations through courteous and prompt attention to issues related to providing customer service.
  4. Participate on a variety of boards and committees, interface with regulatory agencies.

  3. Keeping gas utility up-to-date with current technology and changing industry trends.

Key Competencies Required

  1. Comprehensive knowledge of gas utility organization and operation; comprehensive knowledge of the materials, methods, practices and equipment used in the operation, maintenance and repair of gas distribution systems.
  2. Comprehensive knowledge of the Federal regulations title (49CFR 190-199) department of transportation federal pipeline safety administration (PHMSA).
  3. Thorough knowledge of the principles and practices of civil engineering as applied to utility system construction and maintenance.
  4. Thorough knowledge of business management practices as applied to the operation of a natural gas utility.
  5. Thorough knowledge of Microsoft Office Suite including but not limited to Word, Excel, Outlook, PowerPoint.
  6. Ability to formulate operational policies and procedures. Knowledge of gas supply management with and understanding of futures, options, and derivatives trading strategies in Energy markets.
  7. Ability to plan, assign, supervise and coordinate the activities within the department.
  8. Ability to establish and maintain effective working relationships with City officials, employees, and the general public.

Physical Demands and Work Environment

  1. Employee will work both indoors and outdoors and will sit, stand, stoop, walk, and lift objects (less than 25 pounds).
  2. Employee will work in office environment and operate personal computer and/or laptop.
  3. Employee will operate an automobile and/or truck with radio transmitting and receiving capabilities for constant communication access.

Qualifications

Education and Experience:  Graduation from accredited four-year college or university with a degree in Engineering, Business, Public Administration or related field. Extensive experience of a progressively responsible nature in all phases of natural gas distribution, including considerable experience in an administrative capacity, or any combination of education and experience which provides the required knowledge, skills, and abilities.

Certification and Licenses:  Must possess or obtain a valid Tennessee driver license.  Will be required to pass a drug test administered by the city and will be required to pass a physical examination given by the city’s designated physician.

This position is subject to DOT Pipeline and Hazardous Materials Safety Administration (PHMSA) drug and alcohol testing as outlined in 49 Code of Federal Regulations (CFR) Part 199
