JOB SUMMARYPlans, organizes, and directs all Engineering and Operations activities and functions, to include the following areas: Engineering, Construction, Maintenance, Measurement, Compliance, Fleet and Gas Control.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

  1. Delivers senior project management oversight and project controls for system-wide capital and compliance projects
  2. Conducts staff meetings regarding the execution of policies, programs, and operations.
  3. Provides appropriate modifications in defined plans and manuals as necessitated by current business conditions.
  4. Reviews gas control operations, current cost, weather impact, projected usage, and market conditions.
  5. Utilizes information gained in Executive Management Team and Strategic Planning meetings to effectively shape District policy.
  6. Conducts system analyses for planning and reporting.
  7. Maintains relationships with industry and trade associations, government representatives, public service organizations, customers, and vendors.
  8. Counsels employees and conducts performance evaluations.
  9. Examines regulatory development and proposes modifications or new processes to ensure compliance.
  10. Fosters a culture within the department that promotes ethical practices, compliance with regulatory mandates, encourages individual integrity, delivery of high performance and continuous improvement coupled with use of  key performance indicators (KPIs), metrics and benchmarks to determine achievement of these objectives
  11. Develops and manages one-year and five-year operating and capital budgets that support the District’s long-term strategy. Monitors results of the department and makes adjustments where necessary to ensure that the department is operating cost effectively and achieving its objectives.
  12. Other duties as assigned.

EDUCATION AND EXPERIENCE

A Bachelor’s Degree in Engineering and over ten years directly related experience

PE (Professional Engineer) license preferred

ESSENTIAL COMPETENTCIES

  1. Professional leadership/management skills.
  2. Strong interpersonal and communication skills and the ability to work effectively with other departments and staff.
  3. In-depth knowledge of natural gas industry practices, federal, state, and local regulations relative to distribution and transmission to the District’s operations.
  4. In-depth knowledge of the daily operation of natural gas plant and facilities of the District and the alignment of reports and data with financial products and applicable compliance regulations.
  5. Knowledge of business management principles and practices in a public organization.
  6. Ability to compile, analyze, interpret, and present complex annual reports, statements and projections for natural gas use and distribution.
  7. Knowledge of audit requirements for federal, state and local agencies.
  8. Ability to foster a cooperative work environment.

TECHNICAL ABILITIES

  1. Keeps abreast of laws and regulations that apply to natural gas distribution/ transmission plant and facilities/ infrastructure to maintain up-to-date compliance with all applicable regulations.
  2. Ability to use various software applications, such as spreadsheets, relational databases, statistical packages, and graphics packages to assemble, manipulate and/or format data and/or reports.
  3. Working knowledge of applicable laws and regulations with regard to natural gas facilities and personnel; i.e., Operator Qualification.
  4. Skills to use approved computer software applications, such as: SunGard Public Sector applications, in-house developed data base programs, integrated spreadsheets.

OTHER SIGNIFICANT FACTSORS:

  1. Must be appropriately attired for an office environment.
  2. Regular attendance is an essential function of the position.
  3. May be required to work other than normal work schedules.
  4. May be required to work overtime with little notice.
  5. Physical Effort: Requires sitting for long periods of time, standing for long periods of time, walking, bending, and light lifting.
