Position Summary

Under general direction, the Vice President, Construction is responsible for employees and project work in field construction, repair crews, field engineering, and construction project scheduling.   The Vice President, Construction will assume all responsibilities in this role.  


Minimum Requirements:

  1. Bachelor’s degree in Engineering, Construction Management, Business, or a related field; or non-degreed candidates must demonstrate significant technical experience and ability in construction and operations and have significant relevant experience with compliance and day-to-day construction operations.
  2. Master’s degree in Business Administration, Construction Management, Engineering, or a related field is preferred.
  3. Registered Professional Engineering (PE) license in the State of Nebraska is preferred.
  4. Working knowledge of construction technology and operation concepts associated with the operation of natural gas and water utilities systems.
  5. Broad base of knowledge and/or experience in construction management, project management, records management, and work management.
  6. Seven (7) years of supervisory experience.
  7. Ten (10) years of progressive experience in short term and long-range projects/activities, providing coaching, feedback and conflict resolution.
  8. Familiar with local, state, and federal rules, regulations governing the operating practices for natural gas and water utilities.
  9. Excellent written and verbal communication skills to assist internal and external customers, co-workers and management professionally, regardless of provocation.
  10. Familiarity in computer software such as Microsoft Word, Excel, PowerPoint, and knowledge of enterprise software.
  11. Ability to learn new or upgraded computer software as required.
  12. Have and maintain a valid driver’s license
  13. Work is primarily performed in an office setting amid normal conditions of dust, odors, fumes, office lighting and noise.
  14. Employee(s) under this position are covered under the Department of Transportation Drug and Alcohol testing provisions. This includes random testing.


Specific Responsibilities:

In order to effectively contribute to the objectives of the District, the Vice President, Construction is responsible and accountable for the following:

  1. Construction Department activities consisting of Construction, Work Management and Field Engineering.
  2. Prioritize the health and wellbeing of District workforce by leading with a safety-first mindset.
  3. Ensure the District complies with all City, County, State and Federal codes under areas of responsibility.
  4. Develop and maintain a long-term strategy and a 3 to 5 year planning cycle from a construction and maintenance standpoint.
  5. Use strong analytical and decision-making skills necessary to assume the daily responsibility for decisions, consequences, and results. Includes the ability to engage in regular and continuous decision-making resulting in a positive impact on people, cost, and quality of service.
  6. Guide, supervise and evaluate employees in career paths that report to this position. This includes development of long-term plans related to education and training of employees for new and changing technology standards related to construction systems.
  7. Ability to adhere to the Collective Bargaining Agreement (CBA).
  8. Proactively and effectively collaborate with employees to enhance operational efficiencies and improvements. As part of this effort, this role should plan on getting out in the field and in the plants on a somewhat frequent routine in order to interface with employees in their workspaces.
  9. Evaluate and recommend for approval, new or revised construction policies, methods and procedures; approving and instituting revised departmental methods and procedures.
  10. Compile data, prepare data and recommend the departmental budget.
  11. Maintain communications on construction projects with other departments/divisions and upper management. Ability to develop relationships and clearly communicate technical issues with internal and external customers in ways that can be understood by non-technical individuals.
  12. Provide construction support to the operations in plant and facilities expansion, maintenance and modifications.
  13. Support the upgrading/replacement of the water and gas distribution systems, and general maintenance of the District’s gas and water distribution systems’ piping.
  14. Oversee the installation and maintenance of large and small diameter natural gas and water mains, natural gas services and repair of natural gas and water leaks.
  15. Oversee the support of updating records for the distribution system as-builts and maps.
  16. Provide administration and inspection for all District installed constructed mains and services.
  17. Fulfill responsibilities common to all Supervisory, Professional and Administrative positions as stated.
  18. Understand, enforce, and comply with all pertinent District policies and procedures.
  19. Performs a variety of other duties as assigned



In contributing to the objectives of the District, the Vice President, Construction is responsible for effecting constructive relationships with:

  1. Various levels of District management for coordinating construction activities and providing and obtaining information relative to departmental operations.
  2. Various trade and professional associations to keep informed of changes in the industry, techniques, procedures, policies, etc.
  3. Other utilities to keep abreast to their practices, procedures and innovations.
  4. City, County and State officials to encourage ordinances, regulations, policies, procedures and specifications which are consistent with District goals.
  5. Civic organizations.
  6. Cities and SIDs concerning obtaining District gas and/or water services.
