APGA Submits Comments to PHMSA Leak Detection & Repair Rule

On April 29, APGA submitted comments jointly with the American Gas Association, Northeast Gas Association, Interstate Natural Gas Association of America, American Petroleum Institute, GPA Midstream and the American Fuel and Petrochemical Manufacturers. These comments were focused directly on the conversations held by the Pipeline and Hazardous Materials Safety Administration's (PHMSA) Gas Pipeline Advisory Committee (GPAC) during their two meetings to discuss this rulemaking. These comments represent the industry's final opportunity to articulate its position on PHMSA’s proposals and the GPAC’s recommendations. PHMSA staff will now proceed to finalize the rule. It's important to note that the Final Rule necessitates several approvals before its publication. As of now, APGA anticipates the Final Rule to be published in December 2024. The anticipated compliance deadline, as suggested by the GPAC, is 36 months after the publication of the Final Rule.
