PHMSA Publishes Proposed Rule on Incorporations by Reference

On January 15, the Pipeline and Hazardous Materials Safety Administration (PHMSA) published a proposed rule focused on updating regulation by incorporating new, updated, or reaffirmed editions of consensus standards. According to PHMSA, the rule makes “non-substantive corrections to clarify regulatory language in certain provisions. These editorial changes are minor and would not require pipeline operators to undertake new pipeline safety initiatives.”

APGA will be filing comments jointly with other industry trade associations. Comments are due to PHMSA by March 16. Please send any feedback, concern or comments to Erin Kurilla, APGA Vice President of Operations and Safety, by February 5. The Operations & Safety Committee will discuss the changes during their January meeting on January 28.
