APGA Jointly Submits Reply Comments to FERC Concerning Junk and Jewel

On July 29, APGA jointly submitted reply comments pertaining to the Federal Energy Regulatory Commission’s (FERC’s) Notice of Inquiry (NOI) on the “junk and jewel” practice. APGA filed jointly with the American Gas Association (AGA), National Gas Supply Association (NGSA), and the Process Gas Consumers Group (PGCG). 
 
APGA’s joint reply comments rebut the comments submitted by various parties, which argue that the Commission has permitted “junk and jewel” for many years and consequently should not change its policy on this issue. This practice may result in unjust rates for the shippers looking to acquire the valuable capacity or discriminate against certain shippers who do not have the resources to bid for capacity that they cannot utilize. APGA emphasized that evidence submitted demonstrates that “junk and jewel” discriminates against captive customers, like APGA’s members, and harms consumers who cannot bid on the “junk” segments of capacity in order to obtain the valuable capacity that they need. The reply comments also included examples of “junk and jewel” postings found just since the initial comments were filed on June 27. 
 
On June 27, APGA initially responded to the NOI. The earlier submitted input included examples of postings from 2023 and 2024 showing how often valuable capacity is being paired with capacity of low or no value in a single auction. To read those submitted comments, click here
