Nature of Work

Plans, organizes, and supervises the daily activities, operations, and work of staff engaged in the construction, maintenance, and repair of natural gas systems in order to ensure efficient operations and compliance with federal, state, and local laws and regulations.  

Environmental Factors 

Position functions 20% indoors with no notable adverse environmental conditions and 80% outside in all types of weather conditions with exposure to mechanical and electrical hazards, explosive gases, burns, odors and wind.  Protective clothing and devices include steel toe boots, gloves, safety helmet, goggles, fire-retardant suit and breathing apparatus.

Physical Factors 

Position involves constant writing with field reports and operating a personal computer; travels in a vehicle to various sites and moves about uneven surfaces; balancing, bending, stooping, crouching, reaching above shoulder; push/pull/lift/carry items weighing up to 90 pounds; visual acuity; ability to hear warning sounds, detect odors, and operate a two-way communication device.  

Work Situation Factors 

Position involves working extended hours when necessary (on-call for emergency management 24 hours a day, 7 days a week). Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues.  Regular attendance is an essential function of this job to ensure continuity of services.  Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities

  • Supervises, organizes, and coordinates the daily operations with crews to meet work goals; ensures activities are compliant with all laws, policies, regulations, and goals; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; responds to requests for information and provides technical information within scope of authority. 
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures. 
  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations; oversees responses to emergency situations on a 24-hour, 7-day a week basis. 
  • Conducts studies, investigations, and analyses of gas systems; designs replacement and repair plans; participates in the preparation of engineering specifications, drawings, sketches, and related projects. 
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.  
  • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes. 
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met. 
  • Identifies deficiencies and opportunities for improving service, methods, and procedures; researches, evaluates, purchases, and maintains safety equipment, emergency equipment, and daily operational materials and equipment. 
  • Checks all service and mainline gas leaks; participates in determining condition of facility and actions to ensure safety; responds to emergency situations and works with the Deputy Director Gas in obtaining factual and concise information. 
  • Administers and monitors gas service contracts with private contractors; reviews and approves invoices; maintains and reviews records required by the DOT; monitors DOT and other applicable natural gas state and federal regulations. 
  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

Minimum Qualifications

Equivalent to a high school diploma five (5) years of experience in the installation, operation and maintenance of natural gas systems, including lead/supervisory experience. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy. 

Licenses/Certification(s) 

Valid driver's license required. Journeyman Gas License required. A MM-2 License issued by New Mexico Construction Industries Division (NM CID) is required as this position will be the Qualifying Party for the City of Las Cruces Contractor License. The following are desirable: Butt Welding PE Fusion Certification; OSHA Competent Person Certification; SCBA Certification; AP1-1104 ARC and Oxyacetylene Welding Certification. If applicable, position requires an acceptable driving record in accordance with City of Las Cruces policies.

Knowledge, Skills, and Abilities

Knowledge of: Natural gas distribution systems and DOT regulations; equipment, machinery and control devices associated with natural gas distribution systems; principles, practices, techniques, activities, rules, and regulations related to the operations and functions of the position and services provided; current principles of record keeping and records management; principles and practices of effective research methods and data analysis, customer service, and problem resolution techniques; occupational and environmental safety and health hazards, and safety practices; safe and effective use and maintenance of related tools, materials, and equipment; current methods and standards for preparing effective business correspondence; correct English usage, grammar, composition, spelling, punctuation and vocabulary; business and personal computers and related software applications; City organization, operations, policies, and procedures to effectively perform the required functions and duties of the position.
