Nature of Work
Performs entry-level professional civil engineering work and gas system inspection supervision and functions. Plans, directs, coordinates, and reviews the work plan for gas staff and assigns work activities and projects.
Environmental Factors
Position may involve both inside and outside work, depending on functional area; outside work involves exposure to all weather conditions, traffic conditions, noise, dust, gases, asbestos, radiation, electrical systems and construction equipment.
Physical Factors
Light to moderate physical activity; ability to lift and carry items weighing up to 40 pounds; ability to move about construction sites; safety equipment includes hard hat, traffic vest, ear plugs, eye protection and safety shoes.
Work Situation Factors
Position involves competing demands, performing multiple tasks, working to deadlines, subject to work beyond normal business hours including extended work schedules, including evenings and weekends, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Duties and Responsibilities

Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels.

Manages the development and implementation of unit goals, objectives, policies, specifications, procedures, and priorities for each Gas sub-section.

Oversees and participates in the development and administration of the Gas Section budget; forecasts funds needed for staffing, equipment, materials, and supplies; approves expenditures and implements budgetary adjustments as appropriate and necessary.

Identifies capital improvement needs for new and rehabilitations projects for the Gas Section systems.

Directs and participates in the development, negotiation, and administration of contract services; monitors the work of contractors and implements appropriate changes.

Identifies critical projects issues, advises appropriate staff, recommends resolutions and resolves complex problems.

Develops, administers, and tracks Public Awareness Plan for compliance with 49 CFR 192.

Reviews, revises as necessary, and ensures compliance with Gas Emergency Plan, Construction Specifications, and Material Specifications.

Represents Gas Section when interfacing with other City sections, contractors, and outside agencies; conduct site visits and investigate issues affecting Gas Section activities, projects, and programs; coordinates work order and permit acquisitions for smooth seamless gas operations.

Organizes and coordinates the daily operations of assigned staff to meet work goals; ensures activities are in compliance with all laws, policies, regulations and goals; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service; responds to requests for information and provides technical information within scope of authority.

Remains current on any changes in DOT and other applicable natural gas state and federal regulations.

Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.

Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations.

Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.

Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.

Minimum Qualifications
Bachelor's Degree in Civil Engineering, Mechanical Engineering or closely-related field AND one (1) year of experience in gas utility work. A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.
Licenses/Certification(s)
Valid Class D driver's license required. Position requires an acceptable driving record in accordance with City policy. New Mexico Department of Transportation (NM DOT): American Traffic Safety Services Association (ATTSA) Certification as a Traffic Control Supervisor is required within 6 months of employment.
Knowledge, Skills, and Abilities
