Public Works & Utilities Director

Position Summary Salary Range $89,000 - $115,000

The City of Blanding is seeking a Public Works & Utilities Director to lead the planning, coordination, and long-term development of the City’s critical infrastructure systems. This role oversees municipal utilities including power, natural gas, water, sewer, stormwater, and streets, with a primary focus on energy infrastructure projects and utility system planning. The Director works closely with the City Manager, Streets Superintendent, and department staff to ensure reliable operations while guiding capital projects, regulatory compliance, and long-term infrastructure strategy.

Ideal Candidate Qualifications


Minimum Qualifications

  • Five years of progressively responsible experience in public works, utility operations, infrastructure project management, construction management, or a related field.
  • Five years of experience leading or supervising staff, crews, contractors, or work teams.
  • Demonstrated experience managing infrastructure, utility, or capital projects from planning through completion.
  • Ability to read and interpret construction plans, engineering drawings, specifications, and related project documents.
  • Experience with budgeting, cost tracking, scheduling, and work prioritization. 
  • Strong written and verbal communication skills
  • Proficiency with computers and common operational and administrative tools, including mapping systems, work order software, spreadsheets, and email.


Preferred Qualifications

  • Journeyman Lineman certification or other relevant technical certifications.
  •  Experience with long-range utility planning, asset management, or utilty system expansion.
  • Familiarity with GIS, mapping systems, work order platforms, or related operational tools.
  • Experience presenting project recommendations or operational updates to senior leadership or elected officials.
  • Ability to balance strategic planning, team leadership, and day-to-day operational oversight.


Job Requirements

Leadership Responsibilities

  • Provide leadership and direction for the City’s Public Works and Utility systems, including electric power, natural gas, water, sewer, stormwater, and streets.
  • Work closely with the Streets Superintendent, who oversees day-to-day operations, maintenance programs, crew scheduling, and emergency response.
  • Foster a work environment that emphasizes teamwork, accountability, and pride in maintaining city infrastructure.


Utility Infrastructure & Capital Projects

  • Lead planning and coordination of major infrastructure projects including;
  •  Power distribution infrastructure
    • Natural gas pipeline and distribution systems
    • Water and sewer system expansions
  • Support existing staff in water, sewer, stormwater, and street infrastructure improvements.
  • Coordinate with engineering consultants, contractors, and regional utility partners. 


Strategic Planning & Budgeting

  • Develop and manage capital improvement plans for city utilities and infrastructure.
  • Identify and pursue grant opportunities and funding programs for infrastructure improvements along with the City Manager
  •  Help prioritize projects that improve system reliability and support community growth.


Regulatory Compliance & Coordination

  • Ensure city utility systems meet state and federal regulatory requirements.
  • Work with consultants and staff to maintain required reporting and system documentation
  • Provide recommendations and technical guidance to the City Manager and City Council regarding infrastructure planning and utility operations.
  • Prepare reports, presentations, and project updates.
  • Represent the City in meetings with regional partners, contractors, and state agencies.
