Changes to PHMSA 7100.1 Gas Distribution Annual Report

The Pipeline & Hazardous Materials Safety Administration (PHMSA) has announced changes to its annual Distribution Annual Report (form 7100.1-1), which all gas operators are required to submit to PHMSA for the preceding calendar year no later than March 15. The changes for calendar year 2023 will be the removal of data collection pertaining to the number of excess flow valves (EFVs) and manual service line shut-off valves installed or in the system. 

The changes to calendar year 2024 pertain to excavation damage root cause determination & reporting. Those that utilize the Common Ground Alliance's (CGA) Damage Information Reporting Tool (DIRT) reporting format may find that your process already closely aligns with the new requirement. For others, this could be a fairly significant change to your recordkeeping practices on excavation damage. Everyone should verify their procedures and reporting forms to ensure they align with this new requirement. Starting on January 1, 2024 you will need to capture data consistent with PHMSA’s new Annual Report requirements, so as to submit calendar year 2024 information in March 2025.
