Update on PHMSA’s Infrastructure Safety and Modernization Grant Program

On March 30, APGA hosted a conversation with members to discuss the Pipeline and Hazardous Materials Safety Administration’s (PHMSA) request for a Statement of Interest and Other Information on their Natural Gas Distribution Infrastructure Safety and Modernization Grant program. The conversation focused on the intent and purpose of PHMSA’s questions. Members also discussed strategies for how to answer the questions so as to best inform PHMSA on the types of projects public natural gas systems hope will be funded by the program. Responses to PHMSA’s request should be emailed directly to PHMSA at PHMSAPipelineBILGrant@dot.gov. While there is no official due date, public natural gas systems are aiming to send their responses to PHMSA by April 8.

PHMSA plans to publish the Notice of Funding Opportunity (NOFO) for the grant program on May 14, 2022. Systems will have exactly 45 days to apply. APGA will update all contacts as more information about the contents of the NOFO become available. APGA will also notify systems as soon as the NOFO is published.

Letters introducing the program and requesting a statement of interest were mailed to all publicly and community owned natural gas systems on March 16. The letter is on APGA’s dedicated webpage for the program at https://apga.org/resources/phmsa-grant. All grant-related resources, including webinar recordings and PHMSA’s official responses to questions asked during the February 8 APGA webinar, can be found on that webpage.
