Manager of Legislative Affairs

APGA is the trade association representing more than 730 communities across the U.S. that own and operate natural gas utilities. These include not-for-profit gas distribution systems owned by municipalities and other local government entities, all accountable to the citizens they serve.      

About the Job

APGA is seeking an ambitious professional with an interest in engaging with policymakers and staffers on Capitol Hill on issues that impact the public natural gas utility industry – including but not limited to energy affordability, consumer choice, energy infrastructure, safety and development, appliance efficiency program reform, security, and municipal financing.

The Manager of Legislative Affairs will report to and work closely with the Executive Vice President & VP of Advocacy and Operations on representing APGA’s members on legislative matters - including the development of written testimony, participating in legislative mark-up discussions, and providing member resources on relevant legislative issues.

Position Roles & Responsibilities 

Responsibilities in this role include: 

  • Advancing association goals by meeting, engaging, and maintaining contacts with appropriate members of Congress and their staff.

  • Researching and writing testimony for congressional committee hearings, as well as providing input on proposed legislative language.  

  • Collaborating with industry partners to further association’s goals by working with coalitions to advance broadly supported legislative reforms.

  • Facilitating association’s advocacy committees that support members’ engagement on relevant federal legislative and other policy issues.  

  • Organizing the association’s annual fly-in, and periodic roundtables and webinars by developing agendas and confirming speakers.

  • Representing APGA at industry conferences, workshops, meetings, and other venues.

  • Drafting analyses and summaries of legislative issues and policy developments. 

Qualifications 

  • At least 3 years of relevant experience in a related field (such as: trade association, legislative affairs, or energy advocacy) 
  • Excellent communications skills, both oral and written; ability to communicate technical issues to both technical and non-technical audiences. 
  • Meeting facilitation and consensus building. 
  • Some work travel required. 
  • Bachelors degree preferred. Highschool degree or GED required. 
  • Must also be authorized to work for any employer in the U.S.  We are unable to sponsor or take over sponsorship of an employment visa at this time. 

Work Environment  

This role is based in Washington, D.C. Washington, D.C.-based staff report to the office 2 days a week: Mondays and another day determined by the employee. The employee’s supervisor may determine additional work from home flexibility based upon meeting and conference schedules.  

Pay & Benefits

Energy Policy Intern

About the Internship

The American Public Gas Association (APGA) is seeking an individual to be a valuable part of our team as the Energy Policy Intern for Spring 2026.  This position reports directly to the General Counsel and is located in Washington, DC.

The Energy Policy Intern will work with the APGA legal and advocacy staff on projects and efforts related to federal policy and trade association legal matters.  While the position reports to the General Counsel, the position is intended to give successful candidates the opportunity to gain experience across the numerous facets of the trade association.

Specific examples of work for the position may include, but are not limited to:

  • Assessing and communicating the impact of federal regulations and legislation, including research or data analysis for APGA’s staff and membership;
  • Preparing internal memos on legal issues impacting the public gas industry and/or trade association;
  • Drafting comments or position letters responding to proposed federal regulations, legislation, or national codes and standards;
  • Other projects, as assigned.

Qualified candidates must be enrolled in an undergraduate or graduate degree program.  Applicants must also be authorized to work for any employer in the U.S.  We are unable to sponsor or take over sponsorship of an employment visa at this time.

The position will pay $20 an hour with a maximum of 20 hours per week, unless otherwise approved.  Credit hours for time worked can also be granted in lieu of pay, according to your school’s policy.  The Energy Policy Intern is a hybrid position, and thus requires reporting to the office on a regular basis.  This position is not eligible for certain benefits, including healthcare and retirement.
