APGA is the trade association representing more than 730 communities across the U.S. that own and operate natural gas utilities. These include not-for-profit gas distribution systems owned by municipalities and other local government entities, all accountable to the citizens they serve.  

About the Job

APGA is seeking a collaborative and strategic professional with an interest in engaging with policymakers and staffers on Capitol Hill on issues that impact the public natural gas utility industry – including but not limited to energy affordability, consumer choice, energy infrastructure, safety and development, appliance efficiency program reform, security, and municipal financing.

The Director of Legislative Affairs will report to and work closely with the Executive Vice President & VP of Advocacy and Operations on representing APGA’s members on legislative matters. Responsibilities include developing and executing APGA’s legislative advocacy strategy, synthesizing complex legislative and policy issues into concise, actionable information tailored to diverse audiences, exercising sound judgement in evaluating advocacy priorities and communicating APGA’s positions to members and policy makers, and advancing APGA’s legislative objectives before Congress and other federal stakeholders.

Position Roles & Responsibilities 

Responsibilities in this role include: 

  • Develop a deep understanding of publicly owned natural gas utilities and the operational, financial, and policy challenges facing APGA members;

  • Advance association goals by meeting, engaging, and maintaining relationships with appropriate members of Congress, congressional staff, and other relevant policy makers;  

  • Research, analyze and draft testimony for congressional committee hearings, congressional correspondence, and proposed legislative language;

  • Collaborate with industry partners and coalition organizations to advance broadly supported legislative and policy reforms; 

  • Facilitate APGA’s legislative advocacy committee by fostering member engagement and delivering meaningful discussions on relevant legislative and policy issues;

  • Organize APGA’s annual Legislative Summit, as well as periodic roundtables, webinars, and advocacy events by developing agendas, identifying speakers, and ensuring a valuable member experience;

  • Representing APGA at industry conferences, workshops, meetings, and other external venues. 

  • Draft analyses, issue briefs, legislative summaries, and other member resources related to federal legislative and policy developments.

Qualifications 

  • At least 6 years of relevant experience in government affairs, legislative affairs, public policy, a trade association, energy advocacy, or a related field
  • Demonstrated ability to synthesize complex legislative and policy issues into concise, actionable information tailored to diverse audiences
  • Strong understanding of the federal legislative process, including familiarity with congressional committees, federal agencies, and advocacy campaigns.
  • Excellent written and verbal communication skills, including the ability to communicate complex technical and policy issues to both technical and non-technical audiences
  • Experience facilitating meetings, building consensus, and engaging diverse stakeholder groups
  • Some work travel required.
  • Bachelors degree preferred. Highschool degree or GED required.
  • Must also be authorized to work for any employer in the U.S. We are unable to sponsor or take over sponsorship of an employment visa at this time.

Work Environment  

This role is based in Washington, D.C. Washington, D.C.-based staff report to the office 2 days a week: Mondays and another day determined by the employee. The employee’s supervisor may determine additional work from home flexibility based upon meeting and conference schedules.

Pay & Benefits 

The salary range for this position is $125,000 - $175,000 annually. APGA encourages professional development opportunities and provides opportunities for growth within the association.
