In late November, APGA, along with other industry trades, sent a letter to the head of the Transportation Security Administration (TSA). This year, Security Directives have been issued, but these are temporary. Permanent regulations are expected. To guide their development, the trade associations would like TSA to publish an Advanced Notice of Proposed Rulemaking (ANPRM). The regulator can leverage the ANPRM to receive feedback from industry and public stakeholders, specifically hearing responses to questions on what is reasonable, applicable, auditable, and sustainable regulations. Other federal government agencies take this approach, and TSA should do the same.
Operational reliability and safety are important to the pipeline industry. APGA members are committed to supporting efforts to advance pipeline cybersecurity capability and have the technical expertise to inform any regulations to balance reliability and safety as well as do not conflict with existing cybersecurity regulations. Hopefully, TSA will heed the input from the letter submitted and work with APGA members and others in the pipeline industry in developing future rules.
