Regulatory Submissions

On September 18, APGA submitted a letter to the Office of Information and Regulatory Affairs (OIRA) in response to the proposed Guidance for Assessing Changes in Environmental and Ecosystem Services in Benefit-Cost Analysis (Guidance).  

The Guidance seeks to limit natural gas use through an incomprehensive analysis of the interaction between energy and the environment, so the consequences of implementing the Guidance would have negative impacts on APGA members and the communities they serve. Specifically, this guidance could put constraints on the extent to which natural gas is used as an energy source, affecting the construction and operation of gas pipelines. 

APGA’s letter urges OIRA to withdraw its proposal and allow individual agencies to continue their own ecosystem assessments. Also, APGA asks for the Guidance to be submitted for peer review and that OIRA provide clear insight into the methods used to determine their benefit-cost analysis. All in the Biden Administration should pursue federal regulations that foster the valuable work of the natural gas supply chain, not hinder it.
