Regulatory Submissions

On June 18, 2025, the Federal Energy Regulatory Commission (FERC) issued a Notice of Inquiry (NOI) and temporary waiver to increase the cost limitations in the Blanket Certificate Program in response to the Interstate Natural Gas Association of America’s (INGAA) request to raise the cost limitations. In September, APGA, and other similarly situated associations, submitted comments for the NOI expressing reservations on raising the threshold and suggestions on how to do so while keeping the original intent of the program intact. INGAA’s comments that were submitted on September 24, 2025, held suggestions that prompted APGA to further engage in this NOI, by submitting Reply Comments on March 13, 2026.
