APGA Comments to SC Public Service Commission (January 5 2023)

Earlier in January, APGA submitted comments on proposed revisions to the Gas System Regulations (Docket Number 2022-360-A), in anticipation of a vote by the South Carolina Public Service Commission (SC PSC) on these changes. The edits proposed could be extremely burdensome to APGA’s members, as they might inhibit pipeline construction.

APGA commented that a community-owned gas utility is an economic engine and is one of the most important tools for a town or city’s success in business development. Prospective commercial, institutional, and industrial facilities desire reliable and affordable energy, attributes natural gas if available, can provide. These new entities create jobs, encouraging growth, which is paramount to a community. To continue to promote economic growth and ensure reliable and affordable energy to homes and businesses alike, it is important for these towns or cities to have access to safe natural gas infrastructure.

APGA was especially concerned with the proposed Subarticle 9. While some of the proposed changes would not directly impact public gas utilities, there would be negative impacts to South Carolina’s energy supply chain, which will inevitably affect gas customers if these revisions are finalized. South Carolinians will miss out on opportunities to keep the valuable APGA member workforce employed and effectively utilize their existing operations, as well as expand and improve services with new pipelines. APGA hopes the PSC will take the following into consideration and reject the regulation changes as it considers the appropriate path to a clean, safe, affordable, and reliable energy future in South Carolina.
