DOE Extends Compliance Deadline for Manufactured Homes Conservation Standards

On April 22, the U.S. Department of Energy (DOE) extended the deadline for compliance with energy conservation standards (ECS) for manufactured homes. Manufacturers of multi-section homes now have 180 days from the publication of the corresponding enforcement procedure to comply with DOE standards.  
 
The extension is part of DOE’s effort to ease regulatory burdens on housing affordability and manufacturing flexibility, giving manufacturers more time to adapt. It aims to remove burdensome regulations on manufactured housing that increase costs and limit choices for consumers. 
 
Under the previous DOE rulemaking, manufacturers of multi-section housing were required to comply with the ECS on and after July 1, 2025. 
 
Recall, on April 24, 2023, APGA submitted comments to DOE supporting an extension for the ECS, APGA raised concerns that the ECS would require changes to housing construction and design that manufacturers cannot currently meet.  APGA emphasized the potential impact of the new standards on consumers' access to gas-fired HVAC appliances for manufactured homes. DOE is accepting public comments for 30 days after its publication in the Federal Register. 
 
Additionally, DOE is soliciting public feedback on changes to the rulemaking process for conservation standards that would reduce costs and restore freedom for consumers and manufacturers alike.
