APGA Submits Comments to NAESB

On June 7, APGA submitted comments in response to questions posed by the North American Energy Standards Board (NAESB) Joint Wholesale Electric Quadrant (WEQ), Wholesale Gas Quadrant (WGQ), and Retail Market Quadrant (RMQ) Business Practices Subcommittees. NAESB is an important group for APGA to engage with given their role as an industry forum for the development and promotion of standards, recognized by stakeholders, for the marketplace for wholesale and retail natural gas. In an informal comment period, input was provided regarding a potential communication gap between public gas utilities and pipeline operators and solutions to address. One potential solution is developing standards that aim to improve gas-electric market coordination communications during critical events. 
 
APGA staff, after conversations with members, shared with NAESB that there is an opportunity to improve communications between various market participants leading up to and during cold weather events. Specifically, communications should be improved in circumstances that may result in force majeure. APGA’s comments detail issues related to aspects for which communication could be improved. APGA also emphasized that if standards are a part of the solution to address these communications, these must not unduly burden public gas systems.

APGA will continue to work on this issue, including appropriately collaborating with other trade associations, and will inform members of any future actions by NAESB concerning these comments or the need for more input to share with NAESB.
