APGA Requests Natural Gas Act Reforms

Last week, APGA, along with other like-minded organizations, sent a letter to Congressmen Butterfield (D-N.C.) and Long (R-Mo.) detailing their support of the Protecting Natural Gas Consumers from Overcharges Act of 2021. This legislation, which is being championed by the Congressmen, would bring about much needed reform to the Natural Gas Act (NGA). For too long, the regulatory processes for over-collections, also referred to as overcharges, are not the same for electric companies and interstate natural gas pipelines, given the disparities between the NGA and the Federal Power Act (FPA). The legislation sponsored by Congressmen Butterfield and Long would reform Section 5 of the NGA to allow the Federal Energy Regulatory Commission (FERC) to order refunds in rate cases, which is the case under the FPA. Not only does this bill bring the NGA in line with the FPA, but it ensures consumers have proper recourse to recoup overcharged funds, bringing fairness to all energy users. APGA and the other organizations are grateful to the Congressmen for advocating for these important reforms and hope their colleagues will join them and pass this long overdue and much-needed legislation.
