APGA Requests Comment Deadline Extension for FERC Pipeline Certificate NOI

On March 15, APGA joined several other trade associations in requesting a 45-day extension for filing comments on a recently issued Federal Energy Regulatory Commission (FERC) notice of inquiry (NOI) regarding the certification of new interstate natural gas facilities. The American Gas Association (AGA), American Petroleum Institute (API), Center for LNG, Energy Infrastructure Council (EIC), GPA Midstream Association, Independent Petroleum Association of America (IPAA), Interstate Natural Gas Association of America (INGAA), Natural Gas Supply Association (NGSA), Process Gas Consumers (PGC) Group, American Forest and Paper Association (AF&PA), and Industrial Energy Consumers of America (IECA) also signed onto the motion.

Through the NOI (Docket No. PL18-1), FERC “seeks new information and additional stakeholder perspectives to help the Commission explore whether it should revise its approach under the currently effective policy statement on the certification of new natural gas transportation facilities to determine whether a proposed natural gas project is or will be required by the public convenience and necessity.” The NOI asks a multitude of questions with topics that range from environmental justice to landowner rights to social cost of carbon, among other things.

As of early March 18, FERC had not yet responded to the motion.
