APGA, AGA, and NPGA Send Letter of Support for Water Heater CRA

APGA joined the American Gas Association (AGA) and the National Propane Gas Association (NPGA) on a letter to congressional leadership voicing the energy industry’s support for the Joint Resolutions of Disapproval to block the Department of Energy’s (DOE) Final Rule Pertaining to Gas-Fired Instantaneous Water Heaters (GIWH). Community-owned gas utilities deliver the energy that fuels these appliances and are dedicated to ensuring that consumers are able to make informed decisions about the appliances that best fit their needs. This rulemaking could lead to fuel switching and is another example of an unjustified attempt to restrict consumer choice. 
 
The resolutions have been introduced in both the Senate and the House to block the rule, which was finalized on December 26, 2024. Senator Ted Cruz (TX), along with more than 10 cosponsors, has introduced the Senate version and Rep. Gary Palmer (AL-06), along with more than 12 cosponsors, has introduced the House version. Votes on the CRA challenges could occur as soon as next week.
 
As a reminder, CRA Resolutions are a tool that Congress can use to block certain administrative actions that they believe are not justified. To be enacted, a resolution must be approved by both Chambers of Congress and be signed by the President. 
 
While APGA strongly supports energy efficiency and practical energy conservation standards, if implemented, this rule would effectively eliminate/ban affordable and efficient appliance technology options for American energy consumers. 
 
APGA staff will continue to support bicameral efforts to pass these much-needed resolutions and update APGA’s membership via the Legislative Committee.
