With the upcoming retirement of the Gas Operations Director, Greenwood Commissioners of Public Works (CPW) is seeking an experienced and forward-thinking Gas Operations Director to oversee the safe, reliable, and compliant operation of our natural gas distribution system. This executive leadership role is responsible for guiding all aspects of gas operations, including pipeline construction and maintenance, system integrity, regulatory compliance, cathodic protection, and propane-air plant operations. The Gas Operations Director reports to the General Manager.

Key Responsibilities
Leadership & Team Development
- Provide strategic leadership and daily directions to Gas Department personnel.
- Establish priorities, assign work, coordinate schedules, and monitor operational performance.
- Foster a culture of safety, accountability, teamwork, and continuous improvement.
- Support employee development through coaching, performance management, training, and succession planning.
- Participate in hiring decisions and provide recommendations regarding promotions, transfers, discipline, compensation adjustments, and other personnel actions.
Gas Operations & System Reliability
- Direct the construction, operation, maintenance, and repair of natural gas transmission and distribution facilities.
- Ensure the safe and reliable delivery of natural gas to customers throughout the service territory.
- Oversee system integrity programs, cathodic protection activities, and propane-air plant operations.
- Coordinate with engineers, contractors, developers, and utility partners on capital improvement and infrastructure projects.
- Inspect and evaluate work in progress to ensure adherence to plans, specifications, schedules, quality standards, and safety requirements.
Safety, Compliance & Risk Management
- Ensure compliance with all applicable local, state, and federal regulations, including Department of Transportation (DOT) and Pipeline and Hazardous Materials Safety Administration (PHMSA) requirements.
- Maintain departmental readiness for audits, inspections, and regulatory reviews.
- Promote and enforce safe work practices throughout all gas operations activities.
- Support emergency preparedness and response efforts related to utility operations.
Planning, Budgeting & Communication
- Develop and implement departmental policies, procedures, and operational standards.
- Assist in the preparation, administration, and monitoring of departmental budgets.
- Keep the General Manager informed of department activities, priorities, challenges, and opportunities.
- Prepare and review operational, financial, regulatory, and performance reports.
- Stay current on industry trends, emerging technologies, regulatory developments, and best practices.
Customer & Community Engagement
- Support exceptional customer service through responsive communication and effective problem resolution.
- Respond to inquiries and concerns from customers, municipal officials, regulatory agencies, and community stakeholders.
- Represent Greenwood CPW at industry, regional, and professional meetings and events.
- Build and maintain positive relationships with public officials, emergency response agencies, contractors, consultants, and utility partners.
Minimum Qualifications
- Bachelor's degree in Business Administration, Engineering, Utility Management, or a related field.
- Seven (7) years of progressively responsible experience in utility operations, including significant supervisory and leadership responsibilities.
- Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities may be considered.
Preferred Qualifications
- Experience managing natural gas utility operations.
- Knowledge of pipeline safety regulations, system integrity programs, and utility compliance requirements.
- Experience with capital project management, budgeting, and long-range operational planning.
- Professional certifications related to gas operations, utility management, or pipeline safety.
Operator Qualification Requirement
The Gas Operations Director is responsible for ensuring that all employees, contractors, and subcontractors performing covered tasks on the CPW pipeline system meet Operator Qualification (OQ) requirements or perform such tasks under the direct observation of a qualified individual.
The successful candidate must obtain and maintain Operator Qualification in accordance with applicable Department of Transportation (DOT) and Office of Pipeline Safety requirements within one (1) year of employment.
