EPA Greenhouse Gas Reporting Program Rulemakings

By Erin Kurilla posted 08-03-2023 01:57 PM

There are currently two rulemakings concerning the Greenhouse Gas Reporting Program (GHGRP) underway at the Environmental Protection Agency (EPA):

For the first rule, EPA proposes to expand the GHGRP to “require reporting of a source’s onsite energy consumption” for facilities already subject to the rule. Facilities would have to submit data elements “quantifying their consumption of purchased energy products and characterize associated markets and products”. For example, a natural gas distribution operator already subject to the GHGRP would have to report the amount of electricity utilized at a regulator station and the sources of that electricity. EPA proposes to update global warming potentials (GWPs), expand the GHGRP to new source categories, and revise requirements for certain sectors to improve data quality and program implementation. Supplemental proposal complements and expands on the June 21, 2022 proposal. Click here for the EPA Fact Sheet. APGA joined comments developed by AGA.

For the second rule, applicability is natural gas transmission and distribution GHGRP submissions under subpart W. New & revised calculation methodology, allowance for operators to submit empirical emissions data. This proposes to revise subpart W (Petroleum and Natural Gas Systems), subpart C (General Stationary Fuel Combustion Sources) and subpart A (General Provisions) to address potential gaps in reporting of emissions data for specific sectors and establishes confidentiality determinations for new or substantially revised data elements. Click here for the EPA Fact Sheet. Comments will be due September 30, 2023. APGA will once again collaborate with AGA on comment development. Draft comments will be shared with the Environmental Task Group prior to their submission to the docket.
