Preparing Operators for Section 114 Mandate Inspections

Section 114 of the Protecting Our Infrastructure of Pipelines and Enhancing Safety (PIPES) Act of 2020 requires operators to update their Operations & Maintenance plans by December 27, 2021 to eliminate hazardous leaks, minimize methane emissions and prioritize the repair or replacement of leak prone pipe. The Pipeline and Hazardous Materials Safety Administration (PHMSA) and their state partners will begin inspecting all operators of natural gas pipelines for compliance starting in January 2022. Additional guidance from PHMSA is pending, but in the interim APGA has provided a list of questions intended to assist APGA members in preparing for those inspections.

The list of questions does not imply recommendations or guidance from APGA. They are only intended to assist operators in preparing for discussions that may occur during Section 114 inspections. APGA members will be notified when PHMSA publishes their finalized inspection questions.
