The Senate is currently debating the bipartisan Infrastructure Investment and Jobs Act of 2021. APGA is pleased that this proposal includes significant investments that will help further member systems’ efforts on pipeline safety and cybersecurity.
A recent White House fact sheet highlighted both of these initiatives.
The legislation currently includes $1 billion in proposed funding for a “Natural Gas Distribution Infrastructure Safety and Modernization Grant Program” to be administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA). If enacted, PHMSA will award $200 million in grant funding each year for five years. The funding could be used for a variety of purposes. In addition to the repair, rehabilitation, and replacement of leak-prone pipe, PHMSA could also consider funding applications seeking to purchase equipment that reduces safety incidents and prevents economic losses.
The bill also prioritizes investments in cybersecurity for critical infrastructure. Many of the cybersecurity provisions specifically target the electric sector, but the legislation would also establish a state and local cybersecurity grant program to be administered by the Department of Homeland Security. States would be able to seek funding to address cybersecurity threats to information systems owned or operated by, or on behalf of, state or local governments. While gas systems would not be able to apply for this funding directly, it could potentially result in additional funds for cybersecurity planning.
The legislation is still being debated, and the Senate is currently voting on amendments. APGA will continue to monitor its progress through the legislative process and advocate for the provisions that benefit APGA members.
