Safety & Reliability

America’s public gas utilities are committed to maintaining and enhancing the safety of their systems by modernizing infrastructure, incorporating industry-leading practices, employing skilled and knowledgeable employees and contractors, and engaging with the public on natural gas safety. APGA engages on behalf of its members in activities such as the Pipeline Safety Reauthorization, PHMSA Advisory Bulletins, and federal rulemaking activities. APGA collaborates with federal policymakers to ensure any changes to safety regulations are technically feasible, reasonable, cost-effective, and practical.

Pipeline Safety

The top priority for APGA’s members is the safe construction, operations, and maintenance of their systems. APGA educates members on federal safety regulations and infrastructure grant programs, industry best practices, and lessons learned from natural gas incidents. APGA also advocates for reasonable and impactful federal pipeline safety legislation and regulations through written comments and participation in public workshops.

America’s public gas utilities prioritize safely and securely delivering reliable and affordable natural gas to communities nationwide. Reliability, physical, and cybersecurity are foundational to our members’ mission.

Gas – Electric Coordination

Public gas utilities provide critical energy reliability. Natural gas has, and will continue to play, an important role as a generation balancing fuel and to meet the nation’s increasing energy needs. APGA encourages policymakers to take a holistic approach to gas-electric harmonization to increase reliability of the natural gas infrastructure system for all end users, including but not limited to public gas utilities, investor-owned utilities natural gas utilities, industrial customers, and the power system.

EPA (Greenhouse Gas Reporting)

Natural gas has contributed to significant reductions in greenhouse gas emissions in the U.S. by replacing more carbon-intensive energy sources. APGA members leverage innovative technology and partnerships to advance sustainability goals and ensure natural gas continues to be safely delivered and remains affordable and efficient for consumers.

The EPA Greenhouse Gas Reporting Program (GHGRP) has required reporting of greenhouse gas (GHG) data from GHG emission sources, fuel and industrial gas suppers, and CO2 injection sites. In 2025, the Environmental Protection Agency (EPA) published a proposal to amend the Greenhouse Gas Reporting Program (GHGRP), including permanent removal of program obligations for the natural gas distribution segment after reporting year 2024. If the rule is finalized as proposed, there would be no submission of 2025 data.
