The Environmental Protection Agency (EPA) issued a final rule requiring all natural gas utilities to report to EPA their yearly emissions from gas delivered to residential, commercial, industrial and electric generation users. In the final rule EPA addressed APGA’s primary concern that the proposed rule would have required utilities to recalibrate every customer meter in 2010. Recalibration requirements have been dropped in the final rule. APGA has developed a template to help its members design a greenhouse gas monitoring plan that can be submitted to EPA here.
