Michael Robert Comstock

Mike has been involved in the municipal utility industry for twenty years. During his tenure with the City of Mesa Utilities Department, Mike has held nine increasingly responsible positions within the organization. Beginning as an entry level Utility Construction Helper, he moved up to his current position as Gas System Superintendent.

In his present capacity, he is responsible for developing a strong partnering relationship and continual communications with the representatives of the Arizona Corporation Commission and DOT who oversee pipeline safety in the state of Arizona. In addition, Mike supervises the Gas Division’s daily operational process, and code/standards writing for Mesa’s natural gas system’s operation.

Mike is a Certified Public Manager from Arizona State University and has a Bachelor's degree in Business Management and a Master's of Arts in Organizational Management from the University of Phoenix. In addition, Mike is a faculty member of the University of Phoenix and a seated member of the University’s Alumni Counsel. Mike has continued his education by participating and graduating from the City of Mesa's Management Development Program, and the City of Mesa's Chamber of Commerce Leadership and Development Program.

Mike has been appointed as the American Public Gas Association's (APGA) representative for the Office of Pipeline Safety’s Technical Pipeline Safety Standards Committee (TPSSC), Chair on the APGA’s Operator Qualification Task Force, Technical Representative for the APGA on the Pipeline Employee Performance Group (PEPG), sits on the Transmission Line Task Force for APGA as well as a Safety Committee Member for the organization.

In the summer of 1999, during the APGA's annual conference, Mike was recognized with the organization's Personal Achievement Award for his work towards the development of the Operator Qualification Program for APGA.

Association memberships include American Water Works Association, Midwest Energy Association's Gas System Operator Committee, and the Arizona Water Pollution and Control Association's Education and Safety Committee.

Outside of work, Mike's interests include high school sports officiating (12 years in varsity level football and basketball), golfing, and fishing.
