William "Bud" Miller

William (“Bud”) Miller founded the law firm Miller, Balis & O’Neil in Washington, D.C. in 1978 in order to represent municipal and cooperative gas and electric system; he has served as APGA General Counsel since 1981.

A native of Charleston, West Virginia, Bud graduated from Princeton University after receiving his A.B. degree in history in 1963 (cum laude). He then attended the University of Virginia Law School, receiving his LLB in 1966 with highest honors (Order of the Coif). He clerked for one year for Judge E. Barrett Prettyman of the United States Court of Appeals for the District of Columbia Circuit.

Bud has participated in virtually every type of regulatory proceeding imaginable, before both federal and state regulatory agencies, including rate-increase filings, certificate proceedings, merger applications, client-initiated complaint proceedings, and proceedings before a settlement judge. He has also participated in arbitration proceedings, both as an advocate and as an arbitrator, and has represented parties in appellate proceedings emanating from the regulatory agencies’ final orders. Perhaps most importantly Bud has participated in the often creative resolution of most of these regulatory proceedings through the settlement process in an effort to avoid expensive litigation.

Bud has participated, along with his clients, in the transition of the gas and electric industries to open access transportation and deregulation of supply. The effect of this has been increased focus on transactional matters, including RFPs and responses thereto, extensive contract drafting and negotiation regarding both gas supply acquisition and power purchase agreements, and brainstorming with clients regarding their strategic responses to industry evolution.

Bud is a member of the D.C. Bar, the Federal Energy Bar Association and the American Bar Association.
